One of the most often quoted, yet least understood, tenets of physics is the uncertainty principle.
Formulated by German physicist Werner Heisenberg in 1927, the rule states that the more precisely you measure a particle's position, the less precisely you will be able to determine its momentum, and vice versa.
The principle is often invoked outside the realm of physics to describe how the act of observing something changes the thing being observed, or to point out that there's a limit to how well we can ever really understand the universe.
While the subtleties of the uncertainty principle are often lost on nonphysicists, it turns out the idea is frequently misunderstood by experts, too. But a recent experiment shed new light on the maxim and led to a novel formula describing how the uncertainty principle really works.
Perplexing logic
The uncertainty principle only applies in the quantum mechanical realm of the very small, on scales of subatomic particles. Its logic is perplexing to the human mind, which is acclimated to the macroscopic world, where measurements are only limited by the quality of our instruments.
But in the microscopic world, there truly is a limit to how much information we can ever glean about an object.
For example, if you make a measurement to find out exactly where an electron is, you will only be able to get a hazy idea of how fast it's moving. Or you might choose to determine an electron's momentum fairly precisely, but then you will have only a vague idea of its location. ?[Graphic: Nature's Tiniest Particles Explained]
Heisenberg originally explained the limitation using a thought experiment. Imagine shining light at a moving electron. When a photon, or particle of light, hits the electron, it will bounce back and record its position, yet in the process of doing so, it has given the electron a kick, thereby changing its speed.
The wavelength of the light determines how precisely the measurement can be made. The smallest wavelength of light, called gamma-ray light, can make the most precise measurements, but it also carries the most energy, so an impacting gamma-ray photon will deliver a stronger kick to the electron, thereby disturbing its momentum the most.
Though not imparting as much disruption to the electron's momentum, a longer wavelength of light wouldn't allow as precise a measurement.

Science editor Alan Boyle's blog: Your cell phone and your shoes have entire communities of microbes living on them, as distinctive as the germs on your fingers and in your mouth.
Marbles and billiard balls
"In the early days of quantum mechanics, people interpreted the uncertainty relation in terms of such back-reactions of the measurement process," said physicist Georg Sulyok of the Institute of Atomic and Subatomic Physics in Austria. "But this explanation is not 100 percent correct."
Sulyok worked with a research team, led by physicists Masanao Ozawa of Japan's Nagoya University and Yuji Hasegawa of Vienna University of Technology in Austria, to calculate and experimentally demonstrate how much of the uncertainty principle is due to the effects of measurement, and how much is simply due to the basic quantum uncertainty of all particles.
In quantum mechanics, particles can't be thought of as marbles or billiard balls ? tiny, physically distinct objects that travel along a straight course from point A to point B. Instead, particles can behave like waves, and can only be described in terms of the probability that they are at point A or point B or somewhere in between.
This is also true of a particle's other properties, such as its momentum, energy and spin.
This probabilistic nature of particles means there will always be imprecision in any quantum measurement, no matter how little that measurement disturbs the system it is measuring.
"This has nothing to do with error or disturbances due to a measurement process, but is a basic fundamental property that every quantum mechanical particle has," Sulyok told LiveScience. "In order to describe the basic uncertainty together with measurement errors and disturbances, both particle and measurement device in a successive measurement have to be treated in the framework of quantum theory."
Calculating the uncertainty
To test how much this fundamental property contributes to the overall uncertainty, the researchers devised an experimental setup to measure the spin of a neutron in two perpendicular directions. These quantities are related, just as position and momentum are, so that the more precise a measurement is made of one, the less precise a measurement can be made of the other.
The physicists used magnetic fields to manipulate and measure the neutrons' spin, and conducted a series of measurements where they systematically changed the parameters of the measuring device. ?
"You have this basic uncertainty, and then by measuring you add an additional uncertainty," Sulyok said. "But with an apparatus performing two successive measurements, you can identify the different contributions."
Using their data, the physicists were able to calculate just how the different types of uncertainty add together and influence each other. Their new formula doesn't change the conclusion of the Heisenberg uncertainty principle, but it does tweak the reasoning behind it.
"The explanation that Heisenberg gave is very intuitive," Sulyok said. "On a popular science level it is hardly ever distinguished at all, and sometimes it's even not correctly explained in university textbooks. The quantum-mechanically correct calculation reinforced by our experimental data is a valuable step in achieving a more consistent view on the uncertainty principle."
The results of the study were published in January 2012 in the journal Nature Physics.

Republican presidential candidate and former Speaker of the House Newt Gingrich made a stop in Federal Way on Feb. 24 at the Best Western Evergreen Inn and Suites.
Community members, Truman High School students, protesters and supporters from across Puget Sound made the trip to hear Gingrich deliver his thoughts on why he would be the best GOP candidate to defeat President Barack Obama in November.
In a decidedly more controlled and less raucous crowd than the recent Rick Santorum rally in Tacoma, those gathered were able to catch their favored candidate's message. (See slideshow)
"I want to draw some very sharp distinctions, just to give you a sense of how big the gap is, between the world President Obama wants to create, and the world we want to live in," Gingrich said. "I've come out, very strongly, in favor of an American energy policy. I believe that we should maximize the production of American energy."
Gingrich said he views energy as a national security issue.
"If you had American energy, no future president would ever again bow to a Saudi king," Gingrich said, referencing an incident that many within the GOP and conservative movements saw as distasteful. "And if you have an American energy policy, we'd keep $500 billion a year here at home that's currently going overseas. That would create millions of new jobs, which would put Americans to work."
Gingrich further highlighted the differences he perceives between President Obama and himself, referencing Obama's energy speech given in Florida on Feb. 23.
"The president says, two or three times, 'There is no silver bullet.' Of course there is ? defeat Obama," he said to a round of cheers from the crowd. "The president says, 'We can't really solve this problem in my administration, maybe not in this decade.' Very much like Jimmy Carter? So Obama starts describing the future, and one of the solutions he comes up with, as he explains why we can't drill? and one of the solutions he comes up with, is algae."
Gingrich said that while algae is a nice idea, he doesn't think it will be a viable option for decades at least. Along with that, Gingrich unveiled a new campaign tactic that he hopes to use, which will be a poster divided in half, between "President Drilling" or "President Algae."
"You pick, which one do you think is more practical?" he said with the slightest of smiles.
He then shifted into high gear with his criticism of President Obama and his administration.
"Every single practical step that's doable, that the technical experts in the industry say can be done, is opposed by Barack Obama. And it's opposed because he represents a left-wing worldview, which believes that we should not be allowed to have the car or truck that we want because we have the wrong values. And they're happy to impose their values. They want to rig the game so we are literally punished out of the vehicles we drive, and forced into the vehicles they want us to drive," he said.
Outside of the pointed barbs against Obama, Gingrich unveiled another campaign slogan. The candidate hopes it becomes a viral/social media smash, and hopes to accomplish it with a simple equation.
"I'm going to ask you, when you get a chance on Twitter, Facebook, email, to send out, if you will, send out to everybody you know, 'Newt=$2.50 a gallon.' That starts the dance," he said.
Supporter feedback
While several attendees declared themselves as Gingrich supporters, many were curious to learn more about another one of the four main contenders. Gingrich is competing for the Republican nomination against former Massachusetts Gov. Mitt Romney, former U.S. Sen. Rick Santorum (R-Pa.) and U.S. Rep. Ron Paul (R-Texas).
"We know President Obama is not what we want," said Lorraine Blacklock of Maple Valley, wearing a Newt button on her sweater.
Federal Way resident Tony Darrington is partial to Santorum's conservative principles, but also likes Gingrich's experience in government.
"He's the best man that follows Reagan's ideas," he said, referring to former President Ronald Reagan.
Sammamish resident John Vasko said Gingrich is an intelligent candidate who backs up statements with facts, and also has an advantage with his experience in Washington, D.C. Vasko believes Gingrich is most adept to handle national security issues if elected president.
"If we don't defend ourselves," Vasko said, "all the other issues don't matter."

NYON, Switzerland - The European Club Association is refusing to join FIFA talks on creating an international match calendar after another breakdown in their working relationship.
FIFA has invited world soccer stakeholders to a March 5 meeting in Zurich to discuss when clubs must release players for national team matches from 2015 through the 2022 World Cup in Qatar.
The 200-member group of clubs says chairman Karl-Heinz Rummenigge and general secretary Michele Centenaro declined their invitations.
The ECA believes FIFA packs the schedule with too many international matches, and won't ensure the salary of players injured on national duty.
Europe's top clubs will present their own calendar proposal at a Feb. 27-28 meeting in Warsaw, Poland.

After 11 season, this faithful viewer might be trading 'Idol' in for new models 'The X Factor' and 'The Voice.'
By Gil Kaufman
Ryan Seacrest with the top 24 of "American Idol"
Photo: Fox
I'm a loyalist at heart. Back in the day, I watched "The X Files," the original "Beverly Hills, 90210" and "The O.C." until the bitter end, convincing myself that my patience would be rewarded well after the shark had jumped.
But after slogging through another interminable pair of "American Idol" cut-down episodes Wednesday and Thursday, I think I'm finally throwing in the towel.
I've been there since episode one with "Idol," reveling in the joy of Kelly Clarkson's win, cheering Ruben Studdard to his well-deserved crown and scratching my head when clearly inferior champs like Taylor Hicks, Lee DeWyze and Kris Allen took the top prize.
Just a week before the season 11 live shows start, though, "Idol" has lost me, perhaps for good. The bottom line is that the show just feels like it's on auto-pilot, from the bored looks on the faces of celebrity judges Steven Tyler and Jennifer Lopez to the predictable plotlines and not-so-clever editing tricks intended to keep our interest up through the early rounds.
It was bad enough a few weeks ago when an entire episode of the group rounds went by without any discernible footage of, you know, singing. The biggest plot point that week was the exploitation of a sick teenage girl passing out and falling off the stage, which was used as a cruel cliffhanger.
On Wednesday night, we got yet another rehash of the previous audition rounds along with mostly truncated looks at the singer's final Las Vegas performances (most of which were bland, if not downright boring) before they had to make the long walk to the judgment chairs. Thursday night was more of the same. Sole original judge Randy Jackson seemed to run out of creative ways to torture the painfully eager singers with purposely vague platitudes about how hard it is to cut them at this point, purposely mangling his words to keep them on the edge of confusion.
Watching this spectacle, I just asked myself, "Do I even care if Heejun Han or Reed Grimm make it?" "Do I need to see Jermaine Jones cry again?" "Who is Chase Likens and why haven't I even seen him up until now?"
In my long experience with "Idol" and writing about music, none of them seem like winner material, in the same way that such paint-by-numbers soul mamas like Jen Hirsch, Elise Testone, Erika Van Pelt, Shannon Magrane and stage mom'd Brielle Von Hugel fail to excite. And making Adam Brock — a weepy white dad who brags about singing like a black woman while using his dead grandfather's handkerchief as a pity prop at every turn — a cliffhanger for Thursday night's episode just seems pointless. This guy has no chance to win, and if he does, well, "Idol" has way bigger problems.
In fact, the only contestant in the mix at this point who seems even halfway relevant in today's music biz is skunk-mohawked former castoff Colton Dixon, but he hasn't gotten nearly as much love as Phil Phillips, whose twitchy Dave Matthews impersonation has already grown unbearably irritating. Even 15-year-old Eben Franckewitz seems promising, but I can already tell his "story line" will be that despite lots of experience on the musical-theater stage, the judges are going to hammer him for his nerves.
Before Wednesday night's episode aired, I was already firmly in line with Entertainment Weekly columnist Mark Harris, who wrote an opinion piece in the February 24 issue about how he was switching sides. "The opening weeks of 'Idol' traffic in humiliation and tears — the neediness of the young, desperate to be extracted from the mob; the familiar weariness of the judges; the talentless clowns pimped as sneerworthy sideshows," he wrote. "But the opening weeks of 'The Voice' are about hope and discovery."
In essence, he said, we're at a tipping point where NBC's upstart show is winning the race not by copying the template of "Idol," but by purposely running in the other direction. The "Voice" judges are relevant musicians of today from varying genres with a sharp, entertaining rapport that crackles and brings a fresh energy to the show. That show starts from day one with good to great singers from varying backgrounds, singing mostly contemporary chart hits, who are eager to get help from those who are still charting today. Meanwhile, the "Idol" judges are riding the fumes of their fading careers as they continue to struggle to apply their hard-earned lessons in the music biz to mostly teenage strivers who can't relate to their mother or father's favorite singers.
The leading contestants so far this year on "Idol" fall into two or three predictable camps: overreaching, throwback R&B belters, quirky imitators of no-longer-relatable stars or ultra-twangy country gals. Where are the edgy R&B divas like Rihanna? The cute boy singers like Justin Bieber? The hip-hop-influenced Drake wannabes? Hell, where are the Carrie Underwoods who can deftly mix pop and country? "The X Factor" and "The Voice" eagerly embrace singers of every color, style and persuasion. So are you telling me that there was not one woman of color out of the tens of thousands who auditioned worthy of the semifinal round? Have we become a nation of (almost exclusively) blond, female Mariah/Christina copycats?
Just look at the talent that has already been signed in the wake of the first "Factor" season: a legitimately powerful soul diva in winner Melanie Amaro, a fascinating redemption story in rapper/crooner Chris Rene, contemporary R&B singer Marcus Canty, white blues man Josh Krajcik, high school cutie Rachel Crow and buzzed-about teen rapper Astro, any one of whom could legitimately blow up.
Meanwhile, the first 24 semifinalists put through by "Idol" this week are almost without exception as blandly interchangeable (and old-fashioned) as Lopez's spangly tops. And the "surprise" extra boy to be named later is one of the most tired tropes in the "Idol" dream factory bag of tricks.
Sure, it's very early in the process and nobody knows what could happen. But if you recall, even in the audition stage it was already clear that eventual season-eight runner-up Adam Lambert was destined to be one of the most exciting, unusual performers in the show's history. It's not like season-one "Voice" winner Javier Colon has set the world on fire, but at least that show focuses on mentoring and nurturing talent of any age, shape and style, rather than serving up cookie-cutter slot fillers.
The sense of hope, discovery and optimism that Harris said permeates "The Voice" is wholly lacking on "Idol," which feels more and more like a dated reality competition and less like a singing showcase. Tear-jerking backstories aside, it's hard to see how any of these singers is going to win America over, not to mention make a case for idolatry or even above-average chart success.
It's been a fun ride, "Idol," but unless you can prove to me that you can read the writing on the wall, I'm afraid my TiVo is going to be reprogrammed to NBC from now on.

HARRISBURG, Pa. (AP) ? A federal subpoena related to the child sex abuse scandal involving a former Penn State assistant football coach, sent to the university earlier this month, sought records of payments made by trustees to the school, or to third parties on the school's behalf, a university spokeswoman said Friday.
Penn State spokeswoman Lisa Powers also disclosed that the Harrisburg-based U.S. attorney's office requested "reporting requirements of employers and staff relating to allegations of misconduct by staff or individuals associated with the university."
The new details were released a day after the Feb. 2 subpoena was first confirmed by the university. Powers said Penn State is fully cooperating with the request.
Heidi Havens, a spokeswoman for U.S. Attorney Peter J. Smith, declined to comment Friday on the subpoena.
Powers also revealed Friday that the request for "certain information" goes back to 1998, the year university police investigated a mother's complaint that Sandusky, then the football team's defensive coordinator, had showered with her 11-year-old son in a school locker room.
Sandusky, 68, is confined to his State College home as he awaits trial on 52 sex abuse charges. He denies the allegations.
Along with Sandusky and the university, the subpoena also sought information about athletic director Tim Curley, retired vice president Gary Schultz and former president Graham Spanier.
The Philadelphia Inquirer reported that the subpoena sought hard drives from computers used by the four men, citing Powers, who did not return a follow-up call from The Associated Press.
Spanier has not been charged with any crime.
Curley and Schultz await trial in Harrisburg on charges that they lied to a grand jury investigating Sandusky and failed to properly report suspected child abuse after a football team assistant told them of a 2002 incident involving Sandusky and a boy inside the team's showers. Curley and Schultz are free on bail. They are seeking dismissal of the charges.
Powers said the subpoena asked for "reporting requirements of employers and staff relating to allegations of misconduct by staff or individuals associated with the university."

NEW YORK (AP) ? Pepsi is hoping to win back soda drinkers with a compromise.
Some people don't like the calories in regular soda, but loathe the taste of diet. So the nation's No. 2 cola company is rolling out "Pepsi Next," a drink that has about half the calories of regular Pepsi at 60 calories per can.
Photos: Top 10 Sodas
The cola, which is slated to hit store shelves nationally by the end of March, is Pepsi's biggest product launch in years. The drink comes as people increasingly move away from sugary drinks to water and other lower-calorie beverages because of health concerns. It's also an attempt by Pepsi to revive the cola wars against Coke and others.
Pepsi Next isn't the first drink to try to hit the sweet spot between diet and regular cola. Dr Pepper Snapple rolled out its low-calorie Dr Pepper Ten, which has 10 calories. The company said the drink, which has sugar unlike its diet soda, helped boost its fourth-quarter sales.
But coming up with a successful "mid-calorie soda," which has more calories, has been more challenging for beverage makers. In 2001, Coke rolled out "C2" and Pepsi in 2004 introduced its "Pepsi Edge," both of which had about half the calories of regular soda. Both products also were taken off the market by 2006 because of poor sales.
"The problem was that consumers either wanted regular soda or a diet drink with zero calories ? not something in between," said John Sicher, editor and publisher of Beverage Digest.
Pepsi says its latest stab at an in-between soda uses a different formula to more closely imitate the taste of regular soda. Pepsi Next is made with a mix of three artificial sweeteners and high fructose corn syrup.
A Pepsi spokeswoman, Melisa Tezanos, said the company developed the cola by researching the "taste curve" that consumers experience when drinking regular soda. She compared that arc to how someone might evaluate a sip of wine, from the moment the liquid hits the tongue to the aftertaste it leaves.
"We wanted to develop a taste curve that gives the full flavor of regular Pepsi," Tezanos said.
Pepsi Next also follows the company's lower-calorie variations of its other drinks. Gatorade, a unit of Pepsi, has "G2," which at 20 calories has a little less than half the calories of the original version. And the company's Tropicana unit introduced "Trop50," which is half of the 110 calories in a regular 8-ounce glass of orange juice.
But orange juice and sports drinks have nutritional benefits that a drink maker can market. A mid-calorie soda is a tougher sell because it provides only empty calories. So health-conscious drinkers usually opt for diet soda or quit soda altogether.
Sales in the $74 billon soft drink industry have been fizzling out, with volume falling steadily since 2005, according to Beverage Digest, which tracks the industry. Meanwhile, healthier drinks are growing more popular, with bottled water accounting for 11 percent of all beverages consumed in 2010, up from 2 percent in 2000. Consumption of sports drink rose to 2.3 percent, from 1.2 percent.
Diet soda also rose to 29.9 percent of the carbonated drink market in 2010, up from 24.7 percent a decade earlier. To keep up with changing tastes, Coke and Pepsi have introduced newer versions of their diet drinks ? Coke Zero and Pepsi Max ? that promise a taste that's more like their regular sodas.
Pepsi hopes Pepsi Next will help it gain back the market share it's lost in recent years. The company's namesake drink had its share in the carbonated soft drink market fall to 9.5 percent in 2010, from 13.6 percent a decade earlier, while Diet Pepsi's share remained steady at 5.3 percent.
Coke is still the top selling brand, with 17 percent market share. Diet Coke follows with 9.9 percent.
PepsiCo Inc., based in Purchase, N.Y., said earlier this month that it plans to increase marketing for its brands by $500 million to $600 million this year. A centerpiece of that will be the company's first global ad campaign this summer, a peak time for the soda market.

When my agent called a few weeks ago to say that an editor at Penguin wanted to buy my new novel, The Wishing Hill, I literally had to lie down. Otherwise, I might have fallen out of my chair. After all, I've been waiting for this call for 25 years.
How did it take me so long to publish a novel? And why was this novel chosen, but not one of the other half dozen my loyal agent sent out?
I don't really know. I was doing what all writers do, really: I was writing fiction around the edges of my life. I've been married (twice). I've had children (three of my own, plus two stepchildren.) I've done some traveling. I've renovated old houses and summer cottages. I've made a good living as a nonfiction writer.
Despite having so many people to love and things to do in my life, however, I never stopped trying to write a novel good enough for an editor to say, "Hey. I want to publish that." I got so frustrated with the wait that I finally published my own novel, Sleeping Tigers, just a few weeks before I got the call about Penguin wanting to buy The Wishing Hill. I'm delighted that not just one, but two of my novels, will now be in print. To those of you longing to do the same, I hope it takes you less time than it did me. Meanwhile, here are a few tips for outlasting the rejection letters:
Watch Reality TV
Shows like American Idol or So You Think You Can Dance can be just the antidote you need to a crisis in confidence. That single mother with the lip ring, the doughy girl who thought she'd never be a dancer, and the guy with the cowboy hat all have talent. But, just like writers, they have to hit the audience and judges at the right time to win the gold ring.
If You're Writing, You're a Writer
Lots of people say, "Oh, if I had the time, what a book I could write!" It's true that everyone has great stories to tell -- but only a few of us actually write them down and revise them again and again. If you're writing, you're a writer, and you will get better as you go.
Every Rejection Is Just One Person's Opinion
We've all heard the stories about various novels being rejected, like, 800 times, before editors taking them. Every rejection letter is written by just one editor. Tear up the short, nonsensical notes (I once received a rejection that said, "This does not amuse.") Editors send those out because they have to say something. Keep sending your work out. It can only get published if it's out there.
There Really Is Such a Thing as a Good Rejection
When a friend called recently, despondent because she'd received a rejection letter, I asked her to read it to me. The editor had clearly taken the time to read her novel carefully and had made constructive comments. Even better, the editor said she'd take another look at the novel if my friend rewrote it. There really are editors out there willing to take the time to do that. My advice? Put aside your ego and do it, then send your book back out.
Be Not Afraid of Young Pups
Pick up an issue of Poets & Writers magazine, and you can't help but envy all of the babes-in-arms out there winning fiction contests and earning publishing contracts before they're old enough to need their author photos digitally enhanced. Yeah, well. Some people are talented and lucky, and some of us are talented, but don't get sprinkled with lucky stardust until later in life.
Never Equate Being Published with Being Rich or Happy
What did I do after I sold my first novel? I celebrated, of course--but only after picking my son up from school, throwing in another load of laundry, and doing the supper dishes. The thing about publishing a novel is that it won't make you rich, especially now that advances are lower and publishing companies are paying out in thirds or even fourths. Plus, don't forget to subtract your agent's commission and taxes on earnings.
As for being happy? My contented writer friends were happy before they published their novels. And my writer friends who are unhappy? Yep. They were that way before they published their books, too. Being published really won't change your life, unless you happen to become as well-known as Stephanie Meyer or J.K. Rowling--and my guess is even those two could shop at the local Market Basket for eggs without being recognized. They just drive better cars.
Surround Yourself with People Who Believe that Writing Is Worthwhile
Writing is a long and sometimes lonely business, so it's key to have a constructive writing group, writer friends, and a spouse or partner who believe that the act of creating a story is a worthwhile use of your time. Without my incredibly supportive husband and my LIW (Ladies in Writing) group, with whom I swap not only manuscripts, but stories about rejection letters and agents, children and spouses, I never could have made it through the past 25 years of crafting stories and surviving doubt. They helped me remember that the creative journey itself is worth savoring and sharing.

Call him the anti-Buffett.
Former General Electric CEO Jack Welch said Wednesday that he doesn?t feel undertaxed.
Continue Reading?I pay over 30 percent every year,? said Welch on CBS?s ?This Morning.? ?I don?t feel undertaxed in any way at all.?
It was clear that Welch would not be following the model of billionaire Warren Buffett?s friendly relations with the president.
Buffett became the inspiration behind the ?Buffett rule,? which suggests that millionaires and billionaires should pay at least the same rate as middle-class wage earners, after he pointed out his secretary paid a higher effective tax rate than he did.
Although his self-reported tax rate of over 30 percent indicates that Welch might be close to adhering to the rule ? the highest tax bracket is 35 percent ? the businessman offered no Buffett-esque support for the president.
?I will support any Republican nominee against the current incumbent,? he said, when asked if he could support Santorum if the former Pennsylvania won Michigan and the nomination.
Pushed by host Charlie Rose to say whether he?d be prepared to pay more taxes if they could be sure where the money was going, Welch was dismissive.
?If we thought it would go to deficit reduction and not more silly programs, maybe that would be a good argument,? said the wealthy businessman.
But with that said, Welch wasn?t completely critical of President Barack Obama, saying the president?s plan to reduce the corporate tax rate was a step in the right direction.
?We?re going to have dueling tax proposals. As long as they go in this direction, it?s all good. But there won?t be anything done this year,? said Welch.
And Welch also had good things to say about the president?s foreign policy. ?I think the president has done a reasonable job in foreign policy. In my opinion, it?s been one of his strongest areas,? he said.

Local Sacramento roofing company Yancey Home Improvements recently launched a blog series on Sacramento Roof Repair Problems.
Sacramento, CA (prHWY.com) February 22, 2012 - Sacramento, CA - February 16, 2012 - Yancey Home Improvements - Local Sacramento roofing company Yancey Home Improvements recently launched a blog series on Sacramento Roof Repair Problems. This four-part series is aimed as a warning and guide for homeowners who are working with untried and untested roofing contractors.Roof repair services are not exactly cheap which leads many homeowners to try cheaper amateur roofers, according to Yancey Home Improvements. However, the company stresses that while these new roofers' work seem cheaper at the onset, there are many problems encountered during projects that can lead to overspending. These problems are explored in the company's Sacramento Roof Repair Problems series.
Going Over-budget on a Project
Many homeowners make the mistake of thinking that the only things they have to budget for during a roof repair project are the shingles. Working with inexperienced roofers can exacerbate the problem. But the truth is, permits alone can cost at least a few hundred dollars. Similarly, the disposal of discarded roofing materials can also eat up a homeowner's time and resources. Confusing and unclear estimates from untried roofers can also lead to overspending. More information on this is given the series' first post.
Missing or Expired Permits
Permits are needed for Sacramento roof repair projects. More so, if a homeowner's property is within a historic district. Many homeowners are not aware of how many permits and fees must be paid off before a project can start. As a result, many homeowners leave applying for permits at the hands of their roofers. If a roofer is not well-versed in the requirements of the local government, a homeowner may end up paying for fines levied by the Community Development Department. Yancey Home Improvement provides more information on quad fees and permits in the second post of their series.
Wrinkled Underlayment
Untested roofers may have no experience in project management which can lead to delays in the roof repair job. As a result, sometimes, the underlayment may be laid two weeks before the shingles are installed. When exposed to the elements, underlayment may wrinkle and cause bumps that will cause problems during shingle installation. More information on wrinkled underlayment is provided in the series' third post.
Delays in Installing Shingles
Delays in a Sacramento roof repair job can mean exposing the underlying roof layers to the elements. In Sacramento where random showers can surprise even the most prepared homeowners, this can mean a problem. Moisture on the rafters and underlayment can damage and soak the layers, leading to an unstable roof structure when the shingles are applied. More information on this problem is given in the fourth post of the series.
The blog series presently has four posts but the company plans on extending the series to provide more information in easily understood posts.

The UN nuclear watchdog agency left after two days of talks failed despite 'intensive efforts.' It will report on Iran's program in days.
Key questions about Iran's nuclear program remain unresolved despite two days of talks with UN experts in Tehran about possible weapons efforts.
Skip to next paragraphRequests by the International Atomic Energy Agency (IAEA) to visit a military base at Parchin were denied, and the team failed to agree on framework to resolve questions about Iran's alleged nuclear weapons-related work.
"It is disappointing that Iran did not accept our request to visit Parchin during the first or second meetings," IAEA Director-General Yukiya Amano said. "We engaged in a constructive spirit, but no agreement was reached."
As rhetoric has soared about possible Israeli or American military strikes against Iran ? and biting sanctions have targeted Iran's oil exports and central bank ? the IAEA issued an uncharacteristically blunt statement, presaging the likely tone of its next quarterly report on Iran, which is due within days.
That report could determine if nuclear talks will be renewed after a year-long lull, amid rising pressure on Iran and a covert war to undermine its nuclear progress that has included assassinations of nuclear scientists, unexplained explosions, and the Stuxnet computer virus that Iran blame on the US and Israel.
"Intensive efforts were made to reach agreement on a document facilitating the clarification of unresolved issues in connection with Iran's nuclear program," a brief IAEA statement read. "Unfortunately, agreement was not reached on this document."
Iran has refused for years to address IAEA charges of past weapons work, which were detailed for the first time in the agency's November report, calling them "fabrications" created by hostile intelligence agencies.
But recently, Iran indicated for the first time that "questions will be answered," and an IAEA visit within the past month appeared to hold a promise of progress.?But the IAEA stated otherwise late on Tuesday, and the military base at Parchin remained off limits. The IAEA last November reported its suspicions that the site was used for high-explosives testing that could have a nuclear weapons application.
Mr. Amano's spokeswoman Gill Tudor told Reuters today that no further meetings were planned: "At this point in time there is no agreement on further discussions."
Iran has long declared that its nuclear programs aim only to peacefully create nuclear power. State-run PressTV today issued a "breaking news" report from Iran's supreme religious leader Ayatollah Ali Khamenei, headlined: "Leader says Iran does not seek to build atomic weapons."
The bulletin paraphrased Ayatollah Khamenei as "stating that the Islamic Republic intends to put an end to the supremacy of the world powers which relies on nukes."
Both Iran and the P5+1 (the US, Russia, China, France, Britain, and Germany) have expressed an interest in renewing nuclear talks. But the results of the IAEA visit indicate a lack of common ground.
The IAEA visit came to an end as the deputy head of Iran's armed forces said Iran would consider preemptive action if it judged its national interests were being endangered.
"Our strategy now is that if we feel our enemies want to endanger Iran's national interests, and want to decide to do that, we will act without waiting for their actions," Fars News Agency reported Mohammad Hejazi saying.

Science has made stunning discoveries in this area of human interest, it?s something we all want to know ? can we slow down the process of ageing, can we live longer, if so, how? The technical and scientific ramifications of such are too complicated to fit in one succinct and compendious article. But, we can give you some powerful pointers to help slow down the ageing process and increase your chances of a healthier old age.
Is there such a thing as a biological ?age? and how do we determine it?
Our parents precondition us from a young age to believe that we?ll live to a certain age. It is this youthful inculcation that allows us to go, ?I?m only 30 therefore I have a good 40 more years to live, at least? or ?I?m 65 and probably don?t have much longer on this dimension.? But truth be told, one cannot determine how quickly or how slowly a person would age because God has created us unique from one another. Some people seem to look and act eternally young ? ageless, wrinkleless! Others, less fortunate, look old beyond their years. The biological age of our bodies is determined by how we make use of this life, God?s greatest gift, in a physical, mental and spiritual sense. In perfect conditions, our bodies can survive to an age of 125 years! And now we have Exhibits A and B, a comparison between two different individuals with two different lifestyles, and you will see the salient differences that influences one?s aging process.
The first person is somebody whom we can realistically say would live a long and full life, somebody who has all the right characteristics in place in order to ensure aforementioned long and full life.
John, what is the secret of your looking and feeling like a man half your age?
Well, I love exercising and making sure I stay physically active?
?I love my job and look at problems as solutions in disguise?
Generally happy relationships with spouse and children Active member of the community, enjoying many friendships ?Recently I took up playing guitar again and played a few oldies with my former garage band mates from junior high? Eats a balanced, healthy diet Augmenting above healthy foods with antioxidants and vitamins and mineral supplements A profound belief in a greater power, if not exactly religion, and a sense of purpose.
If you exhibit the above traits and manifest the behaviors discussed above, then you are effectively giving yourself a formidable chance of living a long life and curbing the inevitable process of aging with good health on your side.
Rick, can you truthfully tell us just how you live your life?
Exercise, who needs it? Not me? Obesity or simply being overweight Inability to cope with pressure Isolation ? working and living alone, few friendships Poor or limited career opportunities A nutritionally-challenged diet, heavy on junk food Eating too much food (comfort eating) Alcoholism or excessive drinking Smokes cigarettes ?(coughs violently) and have made a few trips to the doctor over the first five years? Regular feelings of rancor, bitterness and trepidation A lack of self-esteem, lack of religious or spiritual focus Lack of stability and routine
If this list is more like you then you may be ageing fast! Old age is beckoning, though it might be a tad too soon, so we implore you right now?don?t just stand there, DO SOMETHING! What you would need would be a change in lifestyle, a slow, gradual yet eventual change in negative habits, and also a sense of purpose through religion or spirituality, in order to ensure that you would be on this planet for a good few years, something your loved ones and friends certainly will appreciate.

Rocks sometimes fall down slopes on Mars - but why? (Image: NASA/JPL/U of Arizona)
Mars's surface may shake with powerful quakes today, a new study suggests. If so, the planet may still be geologically active, which could be a boon to life.
Conventional wisdom holds that the Red Planet ceased all its internal rumblings and volcanic activity many millions of years ago. That's because at about half the size of the Earth, Mars would have radiated away its internal heat much more quickly than our own restless planet.
But a region called Cerberus Fossae, a system of faults and channels that cuts across relatively young lava flows, has gotten geologists excited that the planet's rock-n-roll days may not be behind it.
Images of the region from NASA's sharp-eyed HiRISE camera on the Mars Reconnaissance Orbiter spacecraft show boulders between 2 and 20 metres wide scattered within the faults' valley-like chasms, suggesting they rolled down there from the surface.
The boulders, plus earlier evidence that the faults are giving off heat that could be related to volcanic activity, made Gerald Roberts of the University of London and colleagues wonder if the region is still active and quaking. But Mars's boulders can also move when ice vaporises.
To tell the two scenarios apart, Roberts and colleagues compared the distribution of boulders on Mars to the way boulders fell after the 2009 earthquake in moutainous L'Aquila, Italy. In that quake, large boulders stayed close to the epicentre, while some smaller boulders rolled farther away. Vaporising ice, by contrast, should show no special distribution according to boulder size, the researchers say.
They found that the size and number of boulders decreased with distance from Cerberus Fossae. "This is consistent with the hypothesis that boulders had been mobilised by ground-shaking, and that the severity of the ground-shaking decreased away from the epicentres of marsquakes," Roberts said in a statement.
Because the lava fields the faults cross are just 2 million years old, the researchers think the quakes must be no older than that. Better still, the boulders left trails in the Martian dust that had not yet been swept away by wind. Tracks from the Mars rovers are known to be covered up within a few years, so the displaced rocks could have been shaken up even more recently.
If the faults are indeed active (hints of recent faults have been seen elsewhere on Mars), they might be driven by the subsurface movement of magma related to the nearby volcano Elysium Mons. That could be good news for the search for Martian life, since the energy from all that moving magma could melt ice, providing wet, life-friendly habitats, the researchers note.
